Social media posts claim the city's 2025 fiscal deficit reached 1.2 billion yuan, or 8% of its annual budget.

We checked the finance bureau's 2025 budget execution report and the provincial audit office's special audit.

What the documents say

The report shows general public budget revenue of 14.86 billion yuan and expenditure of 16.04 billion yuan — a gap of 1.18 billion, or 7.4% of expenditure.

The audit notes that some special bond funds were carried over to the next year; on a full-caliber basis the deficit is slightly larger, but below the claimed 1.2 billion.

Verdict

The “about 1.2 billion” figure is essentially correct (1.18 billion). The “8% of budget” figure is an overstatement: the published basis gives 7.4%, which makes the framing misleading.

Verification

SupportedThe city's 2025 fiscal deficit was 1.2 billion yuan.
